I have flown many times to cancun. Some key points.

You must have an EAPIS account and file outbound and inbound.

You must purchase Mexican Liability insurance. Make sure your american insurance territory includes carribean and Mexico.

Handlers are not needed.

Bring cash for tips and some fees.

Be wary of ATC instructions. Some are incomplete (no EFC) or undoable.

Houma Jet Ctr in Houma LA has really cheap fuel and is only 600 miles from Cozumel.
