EAPIS is a MUST period, in and out. AOPA has a great tutorial on how to do it. It's not that bad to do. Just file out and back in at the same time and if plans change you will have to notify Customs BY PHONE to the port you are entering before you get there. Always call just prior to departure from Mexico (to the port you are clearing US customs at) and advise them of your arrival time EVEN though it's already in your previous eAPIS notice (1 hr MINIMUM arrival notice).
Google "McAfee & Edwards Insurance", for cheap Mexican insurance that will be what they want down there. It won't be high limits but it will work when they ask to see it. Print it out in Spanish off the internet. Take it with you. You can do it all online, Make sure your own stateside policy covers you down there also.
Just did it 3 weeks ago and it works fine.
